
Working Group
Ecocide Law Advisory has partnered with the Working Group on National Criminalization of Ecocide - to assist lawmakers to implement the EU Environmental Crime Directive. The Directive entered into force in May 2024, and must be implemented in member states across the Union within 2 years.
The Working Group is chaired by former Dutch Member of Parliament Lammert van Raan who introduced the ecocide bill in The Netherlands. Using lessons learned from the Dutch legislative process, the Working Group aims to spark an EU-wide discussion to enhance environmental criminal law systems, and support effective and comprehensive implementation of the Environmental Crimes Directive.
Both Richard Rogers of Climate Counsel and Kate Mackintosh of The Promise Institute Europe are members of the Working Group. The Working Group has produced a manual for effective national implementation of the crime in early 2025. The Manual on the National Criminalisation of Ecocide offers solutions to issues raised by the 2024 EU Environmental Crimes Directive to support effective criminalisation of serious environmental harm within the EU.
